PORTSMOUTH - The annual Portsmouth Halloween Parade brings out thousands of spectators each and every year.
The parade was scheduled to start around 7 p.m. and crossed into downtown from Peirce Island.
Along with the festivities come many street closures - including parts of Congress street and State street.
Officials said the parade should only last about an hour and a half.
