Rochester holds changing of command ceremony, welcoming new chief of police


ROCHESTER — The city of Rochester welcomed in a new police chief Wednesday.

The opera house was filled with friends, colleagues and family welcoming the new Chief of Police Paul Toussaint.

“He’s worked really hard. He’s put in almost 21 years coming up in May and we’re just really looking forward to the new challenges,” said Sara Toussaint, wife of Paul Toussaint.

His parents told NH1 that Paul took a criminal justice class his junior year of college. After graduating he became the animal control officer for Dover and then moving on to work for the Rochester Police Department. His family said they've seen him move up rank six times.

"When I was sworn in, I had no intentions of climbing to the top, but you know sometimes things just happen and you don't choose your own path. Sometimes the path chooses you," said Toussaint.

Retiring Chief Micheal Allen dedicated almost 29 years to law enforcement. He said he's loved every minute of working for Rochester and it's the friends he's made over the years that he's really going to miss. He said he is excited for this new adventure he's embarking on, an opportunity he said he couldn't miss.

"I will be the director of security at Frisbie Hospital. In life I always look for challenges and new opportunities," Allen said.

During the ceremony, Allen was praised for his work and efforts to help combat the opioid epidemic. Something the new chief said he's looking forward to taking over.

"For the police department it's really about partnerships with the recovery community," said Toussaint. "It's all about really trying to help the people out of the problem."

The two seemed very excited to start their new roles and say they will still probably be working together. One at a hospital and the other in the role as a chief.
