PORTSMOUTH - A man who police said barricaded himself in a downtown hotel room has surrendered without incident.
Police said the barricaded individual was Joseph Russell Miller, wanted by the Army for desertion.
Police said no weapons were inside the hotel room. Police also said Miller will not be charged locally for Thursday's incident.
Police had asked people to avoid the area while they were talking to the man. The man was being brought to an ambulance.
