Portsmouth man accused of attempted strangling of dog charged with animal cruelty

PORTSMOUTH- Jessie Angelli and her 6-year-old Shih Tzu dog named Oreo are still shaken. It's been three days since her neighbor 50-year-old Roger Pelletier is accused of breaking into the apartment and attacking Oreo.

"It was a nightmare. The only thing that was going through my mind was ‘I've got to stop him,'" Angelli said.

According to Angelli, Pelletier had been kicking and punching her door for a few days and had previously complained about the dog barking. When she opened the door, she says he pushed her out of the way and went after her dog.

"He dug her out from under the bed and then started strangling her," Angelli said

According to court documents, Pelletier admitted to police he was trying to break the dog's neck.

"I still don't know how I had the strength to push him off because he's a big guy," Angelli said.

Pelletier is charged with animal cruelty, burglary, and simple assault. Angelli says she just moved in to the Rockland Street apartment in September and hasn't had any issues with her neighbors. She admits her dog barks, but doesn't feel Oreo is louder than any other dogs in the building.

Animal control paid a visit to Angelli on Monday.

"Her rabies shot isn't up to date and I thought it was. I didn't think it was due until next year," Angelli said.

It's unclear if the dog has rabies, which would be a problem. Police say Pelletier was bitten several times during the struggle.

Pelletier spent the weekend in jail waiting to be arraigned. Angelli took comfort knowing he was behind bars.

Pelletier is being held on $5,000 cash bail and has been ordered to stay away from Angelli, and the address on Rockland Street.
