Police: Three arrested with possession of drugs during traffic stop


MANCHESTER — A traffic stop resulted in the arrest of three people who were in possession of drugs.

Steven LeClair, 40 of Manchester, failed to use a turn signal while operating a 2003 GMC pick-up truck in the area of 199 Manchester Street on Saturday. The officers approached the vehicle, which had three additional passengers: Jennifer Tousignant, 27 of Manchester, Oscar LeClair III, 27 of Manchester, and Kris Boudreau, 24 of Manchester.

While speaking to the driver of the vehicle, the front seat passenger, Tousignant, was trying to inject a syringe filled with a liquid believed to be heroin, police said.

LeClair granted permission to search the vehicle, police said, while Tousignant was removed from the vehicle and arrested.

Officers also located a small bag containing .18 grams of crack cocaine next to Tousignant, which resulted in charges of two counts of possession of controlled drug and falsifying physical evidence because the officers believe she was attempting to inject the heroin in an attempt to conceal it from the officers. Along with these charges, she also had an outstanding warrant from Rockingham County for possession of a controlled drug.

A small bag containing white residue was located by the officers on the floor board in front of Oscar LeClair's feet. Two fully loaded syringes of crack cocaine were also located on Oscar LeClair once he exited the vehicle, along with two prescription pills, police said. He was charged with two counts of possession of a controlled drug.

Steven LeClair was arrested on an active Superior Court warrant for possession of cocaine.

Boudreau was not charged and was released from the scene.
