DOVER - A man is facing charges after police said he disguised a hidden camera as a digital clock in a bathroom at a local business.
Matthew Elwell, 32 of Dover, left the camera on a toilet tank and recorded three employees of the business using the bathroom over 3 1/2 hours on June 17. No members of the public appeared on the recording, police said.
Elwell turned himself into the police on Wednesday. He is facing three misdemeanor counts of violation of privacy.
He is scheduled to appear in court on Oct. 24.
