Police say Manchester couple was injecting heroin with their baby nearby
MANCHESTER - Officers patrolling a bicycle path on the west side say they found a couple injecting heroin with their baby in a stroller nearby.
Police have charged Jose Arroyo Castillo, 28, and Chelsea Kiman, 23, with drug possession and endangering the welfare of a child. In addition, Kiman was charged with violating her bail conditions.
Police say the officers observed Arroyo Castillo tie something around Kiman's arm and uncap a needle as the pair sat on a large rock along the bike path on Friday.
When police approached, they say Arroyo Castillo threw the needle into a nearby purse and tossed other items on the ground. Police retrieved the syringe from Kiman's purse and also found a small white rope and spoon containing cooked heroin.
Police say the four-month-old baby was unharmed and the child's grandfather has taken custody of the baby.
Both Kiman and Arroyo Castillo are scheduled to appear in the 9th Circuit Court-Manchester on Monday.
