MANCHESTER - A Manchester man was arrested after stealing from a vehicle, threatening the owner with a box cutter, and head butting a citizen while fleeing police on a bicycle Wednesday.

Pablo Rodriguez, 33, was arrested on several charges including simple assault, falsifying evidence, resisting arrest, all on top of an outstanding shoplifting warrant.

Officers responded to reports from 43 Welch avenue that the residents could see someone stealing items out of their vehicle. When confronted, Rodriguez allegedly brandished a box cutter at the victim before fleeing on his bicycle.

While officers were taking the reports, the victim saw Rodriguez riding by on his bicycle. Officers chased Rodriguez to Union Street and Hayward Street.
