LEBANON - Responding to a call for a suspicious motor vehicle, police found a man overdosing on heroin in the passenger seat of the car and arrested the driver with 13 bags of heroin.
Police said the fire department administered NARCAN and transported him to Dartmouth-Hitchcock Medical Center for evaluation.
Police arrested the driver of the car, Shane Phillips, 25, of Fairlee, Vt., on drug charges and a bench warrant. He was held on $20,000 bail and was expected to be arraigned Wednesday.
