EPSOM - In 1997, Kevin Paul watched as Gordon Perry shot and killed Epsom police officer Jeremy Charron.
The men stole a pick-up truck and attempted to rob a convenience store. Shortly after, a high-speed chase ensued, and Paul fired shots at police.
Thursday, Paul appeared in front of a parole board to ask for a second chance.
He was able to submit a housing plan and secured employment, but it was a long history with drugs that the parole board could not see past.
In April, he was ticketed for having either drugs or alcohol in his system, and the board ruled on completion of an intensive outpatient program, he would be granted parole.
Fran Charron, the slain officer’s mother said she's not convinced Paul is completely rehabilitated.
“He had been told that he had to stay drug free for about 6 months and he hadn't," she said. "I think we'll hear about him again."
The Epsom Police Department said Paul's appearance before the board brought up old memories of his death.
“It's kind of shocking," Epsom Police Chief Wayne Preve said. "It seems like a very short time for someone that took a police officer and then after the fact gets into a pursuit.”
Paul could be free as early as June 10, but the program he is enrolled in can take between six weeks to three months to complete.
