Lebanon police said they arrested Frank Merrell, 34, after a Kohl's employee observed him and Timothy Wainwright, 41, of Springfield, Vt., concealing merchandise in their clothing and then leaving the store.

Police said when contact was made with Merrell outside of the store he attempted to hide the stolen merchandise underneath a car in the parking lot. Wainwright fled the scene, and police lost contact with him.

Merrell is charged with felony-level theft and falsifying physical evidence and is being held on $10,000 cash bail. Merrell was out on bail for a previous felony theft arrest that occurred on Feb. 22, 2017.

He was scheduled to be arraigned Monday.

Police said there is an active arrest warrant for Timothy Wainwright at this time.
