CHANGING FAMILIES - A mayor in Upstate New York is proposing a controversial way to deal with his city's heroin problem.

The mayor of Ithaca, Svante L. Myrick, is proposing hosting the first in the U.S."safe place" for addicts to do drugs. It would be a supervised injection facility, enabling heroin users to shoot illegal drugs under the care of a nurse without getting arrested by police.

Canada, Europe and Australia already have such facilities in place.
