MANCHESTER - Police say a man who was driving and talking on his cell phone fled after an officer saw him and tried to pull him over.

Joseph Martineau, 29, of Manchester was subsequently arrested and charged with resisting arrest, disobeying a police officer and driving with a suspended license.

Police say the officer tried to pull Martineau over on Beech Street near Shasta Street.

The car, a white Honda Civic, eventually stopped in the parking lot of Holy Smokes at 297 S. Willow St. when police say he got out of the car and ran north. Several other officers responded, including police K-9, Moose, who located the suspect near Families in Transition on South Beech Street.
