Homeless man arrested for setting up tent in front of Manchester library

MANCHESTER – A homeless man was arrested Monday after setting up a tent in front of the Manchester city library.

Police spoke with Allen Proulx, 50, when he set up a tent on Victory Park and was told to take it down after police said they explained he wasn't allowed to camp on city property.

Proulx then left the area and came back more than two hours later to set up his tent in front of the library across the library.

Police said Proulx refused to leave.

He was charged with criminal trespass and violation of bail conditions.
