Free the Nipple leader will not be added to Laconia City Council's agenda


LACONIA — The city's mayor, Edward Engler, did not recommend adding Free the Nipple NH leader, Heidi Lilley, to the City Council agenda, the Laconia Daily Sun reported.

Engler told the paper that Lilley had contact him about being on the agenda for June 13 as part of her effort to revoke the city ordinance that bans toplessness and harassment to go topless.

Engler said that there is a process to being part of the council's agenda and that the things put on the agenda are normally reserved for legislative items. A person can request to be on the agenda through the city manager, city clerk, or the city councilor can sponsor them.

Lilley was declined by Ward 4 Councilor Brenda Baer.

Lilley along with Kia Sinclair were arrested Tuesday after someone reported that they were topless on the beach with small children nearby. They were both cited for public nudity which is punishable by a $250 fine.

Though Lilley could not be added to the agenda, Engler did tell Lilley that she could speak during public comment.
