Franklin woman indicted for arson, charged with setting fire at apartment building

FRANKLIN - A Merrimack County grand jury has indicted a woman who'd been served an eviction notice two days before a suspicious fire started in her apartment house.

Amber Cowan, 28, is charged with one count of arson. She had been living in one of the apartments at 34-36 School St. at the time of the fire in September. A neighbor reported seeing her with a gas can earlier in the day.

The fire destroyed the home of a family of four who'd been living on the first floor. Cowan had been living on the second floor.
