Father charged, 2 children removed from filthy 'hellhole' apartment


MANCHESTER— A Manchester man is facing several charges after police found his two children inside a 'deplorable' apartment where one child was found strapped to a bed and the other was nude and shivering.

Lt. Steve Reardon told a judge that the children were in a 'hellhole.'

Police responded to a Quirin Street apartment at 3:44 a.m. to check the condition of a man after concerns he may be suicidal while in the presence of his two children.

Police determined 26-year-old James Grenier was not in danger of harming himself, and he allowed officers into his apartment. Once inside, they discovered two children "in extremely unsanitary and unsafe conditions."

Police say Grenier's 4-year-old son was restrained on a top bunk bed by a harness strapped to his neck and chest.

"Some sort of a homemade restraint to keep the child in bed. Unfortunately, the bed was covered in feces and urine," said Lt. Brian O'Keefe.

According to court paperwork, a responding officer used a knife to free the child.

Grenier's 2-year-old daughter was found in another bedroom in a crib, unclothed and covered in feces.

Officers described the apartment as "fly-infested," and noticed trash, human and animal feces scattered on the floors, food on the counters, and a "pungent odor" throughout the hallways of the apartment building.

Police said they located a taped wooden paddle on top of the refrigerator, when asked about it Grenier said "it was to discipline his kids by striking them with it."

Both children were placed in the custody of their grandparents. The Department of Child and Family Services were notified.

Grenier is charged with two counts of child endangerment and one count of reckless conduct. He's being held on $10,000 cash or surety bail. A trial date is set for Dec. 20.
