Dover police: Woman kidnapped by ex-boyfriend while on phone with friend


Dover police say a man kidnapped his ex-girlfriend and drove her through Dover and Rochester in her own vehicle.

The woman’s friend had been on the phone with her when she heard a scream, and the call was cut short. She was located at 5 a.m. on Friday. She told police she arrived home on Cherrywood Drive in Dover to find her ex-boyfriend, Earl Shaffer, 35, who she said forced her into her own car, took her cellphone away, and drove off.

The victim said Shaffer eventually allowed her to leave, and police arrested him at his residence.

Shaffer was charged with kidnapping, a Class B felony, violating a protective order, two counts of simple assault, theft, and operating a vehicle after a suspension.

He will be arraigned on May 2.
