Dover man second suspect to be arrested in case of Rochester beating, kidnapping

ROCHESTER — Dover police arrested a second man Wednesday in connection with an investigation into a case of first-degree assault and kidnapping.

Windell Conley, 33 of Dover, was arrested and turned over to Rochester police who had an active warrant out for his arrest. He was charged with first-degree assault and one count of criminal restraint.

Conley is being held on $50,000 bail and is scheduled for arraignment on Sept. 9.

The investigation began on Aug. 18 with a report of a bloodied man who had been kidnapped, threatened with a gun, and beaten with a baseball bat by two men.
