15 arrested for New England heroin ring conspiracy

Fifteen people were arrested in a conspiracy to traffic heroin after indictments were handed down by the Oxford County Grand Jury in Maine. A team of 20 police officers arrested most of the suspects on Tuesday at various locations in and out of the county.

Roy McKinney, the director of the Maine Drug Enforcement Agency, said this was possibly the largest drug investigation in history. The 15 charged are believed to be responsible for moving 17.8 pounds of heroin between Jan. 2013 and April 2015. This quantity equals 80,000 dosages, a value of $3.2 million.

The effort towards this arrest began in Nov. 2013, when agents from the Western District Task Force began looking into Oxycodone and heroin in the county. A tip given to a state trooper during a traffic stop began the two-year investigation to find and infiltrate the drug ring.

Officials believe the main suppliers of heroin were Del Hathaway and his girlfriend Brianna Thayer. Hathaway and Thayer bought large amounts of heroin from Brian Aquino in Lynn, Massachusetts, then distributed it in Maine for cash or electronic payments. Hathaway moved from Lowell, Massachusetts to Saco, Maine in order to manage the heroin operation.

The investigation required numerous interviews, surveillance, and undercover drug purchases from several of the conspirators. These sources led to the information about Hathaway and Thayer as the common source, with Aquino as the supplier.

Out-of-state agencies who assisted include Lynn, Massachusetts police, Massachusetts probation and parole, the Massachusetts State Police Fugitive Apprehension Division and the Bean Station, Tennessee Police Department. Two of the suspects are from Bean Station, Tennessee.

The indicted and their charges are:
